Following submission of its Local Plan for Examination in December 2016, we have continued to support Waverley Borough Council to meet its objective to introduce the Community Infrastructure Levy.
Having already worked with Three Dragons to prepare the Whole Plan Viability Assessment that informs the Council’s emerging Local Plan, we are able to provide the client with a detailed understanding of the requirements to prepare an appropriate Charging Schedule.
This includes providing a clear assessment of the amount of CIL that could be charged on residential and commercial development without restricting either the viability of the development, or limiting the scope of affordable housing policy or Special Protection Area Avoidance Strategies. The CIL viability evidence base follows the realistic development scenarios which are used as part of the Whole Plan Viability Assessment and takes account of alternative scenarios such as higher density schemes.
As part of building local understanding of the Community Infrastructure Levy and how this will be implemented, we have hosted Briefings with Members, provided realistic projections of potential CIL Revenue and assisted the Council in confirming that a ‘funding gap’ exists based on the latest Infrastructure Delivery Plan. Our work has also provided an overview of the ‘neighbourhood portion’ of CIL intended to fund local spending priorities and give indication of the amounts that might be received by different communities.
We look forward to continuing to work with the Council in looking to set out a clear mechanism to secure appropriate contributions towards funding infrastructure and provide certainty for developers as it progresses through future consultations and aims to secure the benefits associated with introducing a Charging Schedule.
