Overview

Working with the Over Hulton Neighbourhood Forum, we produced a Character Assessment to form part of the evidence base for their Neighbourhood Plan. The character and identity of Over Hulton is significantly defined by its mining history, Hulton Park Estate, and landscape context.

Acknowledging today’s development pressures on the surrounding landscape, we set out the rich history of Over Hulton and identified the distinctive physical elements of the village that create a sense of local identity and therefore which of these characteristics should be retained and reflected in any new development.

As well as architectural style and materials, key outcomes of the Assessment identified the need to protect the surrounding parklands and views and identify opportunities to connect walking and cycling routes through the residential areas of the village. Close to the M61 and severed by a car dominated spine road, our recommendations suggest enabling prioritised pedestrian and cycle movement by linking the historic parkland in the west to a new park in the east, supporting a high-quality public realm throughout the village.
