Overview

Troy Planning + Design can set up, manage and facilitate Design Review Panels to support Local Authorities in their determination of applications. The team have extensive experience assessing a variety of design schemes over a range of scales from householder to major applications and design strategy documents. With their combined knowledge, TP+D understand the real challenges of Design Review and its integration into the Planning process and alongside their tenacious management skills can add real value to the process.

Jon Herbert, Director of Troy Planning + Design, is a Design Council Built Environment Expert (BEE). Design Council is England’s national champion for design in the built environment and is committed to demonstrating how good design improves our built environment, stimulates innovation and provides better places for people to live and work in.

The ‘BEEs’ are a network of recognised experts who support the delivery of high-quality design in places across England. Work undertaken as a BEE can take the form of support to communities, local authorities and developers involved in built environment projects, and is critical in offering independent advice on design in the built environment.

Through his role as a ‘BEE’ Jon has also been appointed to the Bexley and Thurrock Design Review Panels: the purpose of which is to provide independent and impartial advice and evaluation of proposed new buildings, landscapes and public spaces.

Genevieve Hayes – Design Director

Design Review Panel: Leading the South Downs National Park Design Review Panel (DRP) she managed and facilitated a rotating team of 20 Architects, Landscape Architects, Urban Designers and Planners and was responsible for ongoing panel recruitment. She organised monthly DRP and Workshop sessions and prepared monitoring reports for the DRP for three years (including three AGM meetings) which tracked the schemes the DRP ‘called in’ and how the DRP design advice influenced design outcomes.

Design Workshops: Genevieve has extensive experience running inclusive Design Workshops with developers, architects, landscape architects, planning agents, case officers, planning committee members and the public. Workshops provide a collaborative space to move design schemes forward. Selected masterplans/workshops: Avon Nunn Mills Northampton (Strategic Development Framework), Penns Field, Petersfield (Full Planning Application), Former Syngenta Site Fernhurst (Pre-Application), Old Malling Farm, Lewes (Scoping report) Rotherlea, Petworth (Full Planning Application), Plumpton College, East Sussex (Strategic Development Framework / Outline Planning Application).

Maggie Baddeley, Associate Director at Troy Planning + Design, is a panel member and Chair for Design South East (she sits on the Medway, Brighton and Hove DesignPLACE and Woking tall buildings’ panels), Vice Chair of the Essex Quality Review Panel, and a BEE for the Design Council (including being a panel member for the LB Waltham Forest design review panel).

Her design review experience is extensive; for each panel, she takes a positive approach to the principle of new development and with diplomacy and mutual respect for professional teams and stakeholders, her role and influence generally lead to constructive outcomes and better-designed projects.
