We are delighted to have received the Examiner’s report of the Hailsham Neighbourhood Plan. This says it is a ‘hugely impressive Plan’ and recommends proceeding to referendum. The Plan is based on the concept of the ‘Ten Minute Town’, promoting social cohesion, health and well-being.
The Plan includes policies establishing design principles for areas of new growth and improvements to town-wide infrastructure, including walking and cycling routes, the use and attractiveness of public transport. Policies have also been prepared that seek to grab and steer the benefits of growth to enhance the quality and attractiveness of the town centre. A series of projects are also identified in the Plan, identifying where any funds raised through the Community Infrastructure Levy should be targeted.
Alongside the Plan a character area assessment was prepared as part of the supporting evidence base. This helped shape a more locally responsive Plan and creation of area-based policies.
The Examiner stated:
“Overall this is a hugely impressive neighbourhood plan which seeks to fundamentally influence the way that new development is developed. It strives to deliver high quality places, based on a clear strategy of ensuring connectivity and high-quality design. I commend the Town Council for the ambition and the clarity of purpose that it has shown. The Plan document itself is fit for purpose, is well laid out, can be read easily and makes good use of illustrations and photographs”.
